The primary purpose of this position is: To serve as an Information Technology Cybersecurity Program Management Specialist in the planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, integration, and resource management of IT network systems to meet the business requirements of the Command.
Duties
Serves as Cybersecurity Program Manager/System Manager for assigned command networks (Unclassified, Secret, Top Secret Collateral Local Area Networks and Wide Area Networks).
Serves as a systems analyst and advisor to the command.
Plans, organizes, coordinates, and manages acquisition of information technology (IT) assets.
Serves as contracting officer representative.
Performs as a technical advisor to functional users.

- The incumbent must be able to obtain and maintain a Top Secret clearance with access to Special Compartmented Information (SCI) as a condition of employment.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes; Applying a wide range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and software. Skill in applying IT security principles and methods and IT security products and services sufficient to evaluate, recommend the acquisitions of, implement, and disseminate IT security tools, procedures, and practices to protect information assets.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, security methods and principles.
Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
Knowledge of complex configuration management techniques and requirements sufficient to manage network systems.
Knowledge of project management concepts and principles to include sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
Knowledge of customary approaches, techniques, and methods appropriate to analyze requirements, develop acquisition strategies, implement systems enhancements, solve a variety of network problems, analyze component interrelationships, and evaluate network systems and computer applications from an operational perspective.
Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
