About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, Peacekeeping and Stability Operations Institute, U.S. Army Heritage and Education Center, and Dunham U.S. Army Health Clinic and the Installation Management Command.
Duties
Serves as Deputy Protocol Officer and Enterprise Event Coordinator.
Represents the Command Group in the conduct of commander’s events and personally serves as the resident protocol expert for the U.S. Army War College (USAWC).
Formulates, develops, coordinates, executes, and directs the functions of the Protocol Office.
Serves as the Enterprise Event Coordinator with responsibility for the overall management for planning, coordinating, and executing USAWC events scheduled on Carlisle Barracks.
Oversees and directs the control of the Protocol Office.
Plans, coordinates, executes, and directs the conduct of official social functions.
Plans, coordinates, and oversees appropriate air and/or surface transportation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This is a Term position scheduled to last 4 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Irregular work hours are required based on Protocol functions and events.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09
Specialized Experience: One year of specialized experience which includes: 1) providing assistance with planning social events; 2) monitoring the use and disbursement of funds; AND 3) utilizing software applications such as Microsoft Office to prepare itineraries for events/visits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs or Business Administration/Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11
Specialized Experience: One year of specialized experience which includes 1) planning special events for distinguished guests; 2) utilizing software applications such as Microsoft Office prepare documents for approval/signature; 3) establishing lodging arrangements and/or transportation services for guests/attendees; AND 4) maintaining financial records/budget for events. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs or Business Administration/Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
