This position is located in the Division of Health Facilities, Office of Environmental Health and Engineering, Albuquerque Area Indian Health Service. This position is the Director of the Division of Health Facilities with responsibility for planning, developing, directing, evaluating, and managing the area-wide physical asset and healthcare facilities, serving tribal communities.
Duties
Overseeing the facilities operation and maintenance program and staff at health centers and hospitals.
Providing engineering and facilities programmatic support for physical security, energy conservation activities, construction, maintenance and improvement of facilities.
Performing financial and administrative duties including preparing and approving budgets and administering the planning and technical operation of a healthcare facilities management program.
Providing supervision of Health Facilities Program staff including making work assignments, rating performance, taking disciplinary action, recommending promotions, and approving leave.
Requirements

Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
BASIC QUALIFICATION REQUIREMENT for the 0801 series:
A. Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).
OR
B. Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program.
OR
D. Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
OR
E. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
OR
F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions.
ADDITIONAL QUALIFICATION REQUIREMENT:
To qualify for the grade GS-14 you must have one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing professional engineering work that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position as described in the vacancy announcement. Examples include: researching and applying engineering principles and practices to solve practical engineering problems related to facility management operation; identifying deficiencies in engineering operations to make recommendations for performance improvements; performing supervisory functions to include managing work loads of subordinates and resolving disciplinary problems; and providing technical written and oral guidance and instruction on facility management operations.
SELECTIVE PLACEMENT FACTOR:
You must have knowledge of engineering concepts, principles and practices as evidenced by registration as a Professional Engineer (PE) from any U.S. State or Territory. Evidence of such registration must be submitted with your required documents.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
