This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans (PLCY) Executive Secretariat.
The primary purpose of this position is to serve as the Director of the Executive Secretariat, managing the composition, assignment and finalization of written materials to ensure the information provided is accurate and describes the Department's position on strategic program matters and agency operations.

Duties
As a Supervisory Program Analyst, GS-0343-15, your typical work assignments may include:
Serving as Director, PLCY ExecSec and advisor to the Under Secretary, Deputy Under Secretary, Chief of Staff, and other PLCY senior management officials on matters relating to the coordination and development of written policy materials and executive correspondence.
Providing advice and management on the oversight of PLCY's response to interrogatories, testimony, Congressional questions for the record, etc. and PLCY inputs into very high-level officials' briefing books.
Developing, implementing, and managing business processes for written communications, to include briefing and policy materials, for the Secretary and the Deputy Secretary, and the Office of the Under Secretary.
Writing, editing and preparing final correspondence, briefing materials, policy memoranda, and other documents for PLCY and DHS leadership on a wide variety of policy-related issues.
Developing tracking and reporting systems to monitor the flow of critical documents and executive commitments, to gather critical information, to resolve significant issues, and to share pertinent information with Departmental principals.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:
Developing and managing executive secretariat functions to develop, coordinate, and finalize written products for senior level executive officials within an organization.
Rewriting submissions to organize, ensure clarity and accuracy; and applying a consistent sense of style and grammar to finished products.
Developing engagement plans and liaising with oversight bodies, to include the National Archives and Records Administration, Offices of Inspector Generals, and the Government Accountability Office.
Determining the overall length, organization, and tone of policy documents based on the purpose of the document, the medium, and the audience and ensuring that all content reflects Administration policy positions.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
