About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as a Force Management Analyst.

Duties

Assist in conducting manpower studies and analysis which require a thorough understanding of the force management process, manpower and equipment regulations and policies, manpower standards, and mission requirements. Review and analyze Command Plans and Table of Distribution and Allowances (TDA) Documentation Guidance. Identify yield or category spread problems and balancing in accordance with Program Budgetary Guidance (PBG). Develop TDA manpower and equipment submissions for assigned activities. Review proposed changes to resourcing levels, realignments of functions and proposed changes to manpower standards to assess impact upon mission and future earning capabilities. Review, analyze, evaluate, and provide recommendation on manpower problems, to include organizational structure, determination of appropriate military and civilian personnel grades, personnel requirements. Develop requests and justifications for manpower and equipment resources, and modification/development of TDAs, to assigned program directors and staff sections. Develop a variety of spreadsheets, databases, and formats for analysis and for presentations supporting findings or depicting status of resources. Review and develop TDAs (regular, and mobilization) for activities assigned, ensuring conformance to manpower surveys, Budget Manpower Guidance, and governing regulations. Monitor the Internal Management Control Program for assigned organizations. Maintain 5-year Internal Control Evaluation Plan. Ensure annual training is conducted and prepare the Mission Annual Assurance Statement for the Installation Commander’s submission to higher headquarters. Provide analysis and procedural instruction to directorates in their preparation of Change Management Plan (CMP) or reorganization proposals and reviews for submission to headquarters. Assess impact to help ensure that proposals will enhance more efficient utilization of personnel or more effect accomplishment of mission. Keep abreast of assigned activities' personnel action requests, both civilian and military. Present briefings at the directorate and command levels; conduct liaison visits with all staff elements to obtain concurrences for directed and proposed actions by higher headquarters.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
  • Two year trial/probationary period may be required.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. GG-09: To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as that demonstrates a practical knowledge of organizational manpower and/or force management as demonstrated by performance of a combination of all of the following: 1.) collecting, analyzing, consolidating, and evaluating cost and manpower and productivity data; 2.) creating and using spreadsheets to determine accuracy of manpower data; and, 3.) using a variety of computer systems and programs to complete manpower functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07) OR Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources Management; Organizational or Industrial Psychology, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GS-11: To qualify, applicants must have one year or more of professional work category specialized experience that requires the interpretation and application of concepts, theories, and judgment equivalent to the next lower grade/level. Specialized experience is defined as experience that demonstrates a practical knowledge of organizational manpower and/or force management as demonstrated by performance of a combination of all of the following: 1) Reviewing, analyzing, documenting, and maintaining manpower and equipment management documentation. 2.) Utilizing Manpower Management regulations and guidance for the management of manpower documentation. 3.) Reviewing and staffing support agreements. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Human Resources Management; Organizational or Industrial Psychology, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
