The primary purpose of this position is to serve as Senior Force Management Specialist responsible for executing Special Operations Forces (SOF) allocation actions to meet global SOF requirements through the Global Force Management process in response to Geographic Combatant Commander's identified requirements.
Duties
Plans and executes the activities of the United States Special Operations Command Operations Directorate Global Force Management Division.
Conducts data collection, query development/execution, and trend analysis in support of Global Force Management actions.
Represents USSOCOM to a variety of operational and functional area organizations.

- Work may frequently require travel away from the normal duty station on military or commercial aircraft.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of (con't)
- (con't) illegal drugs and (B) if requested, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
- Shift work and weekend stand-by duty may be required. Incumbent must be available for work within three-hour recall in emergency situations and must be available to travel in CONUS within 24 hours and OCONUS within 72 hours of notice.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Series, Misc Administration and Program Series, 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of the missions and functions of USSOCOM, its components, and the Theater Special Operations Commands; knowledge of the organization, programs, missions, and functions of DoD, Services, other Joint organizations, and select U.S. Government agencies; and their respective functional interrelationships to understand command-wide policies, programs, procedures and strategies for Global SOF management. Detailed understanding of special operations and conventional unit organization, mission, capability, and equipment. Ability to evaluate and compare diverse unit capabilities against Combatant Command required capability requests to determine potential in-lieu-of solutions for force allocation. Knowledge of qualitative and quantitative techniques for analyzing and measuring historical trends of unit information in relation to availability, employment, and readiness. Ability to present extensive data collection in a precise and succinct fashion for senior leader consumption and use comparative analysis techniques to force sourcing make recommendations based on verifiable and reproducible data analysis. Comprehensive knowledge of DoD policy, directives, regulations, and business rules related to force management. Comprehensive knowledge, skill, and ability in the function and application of the various tools employed to conduct routine force management operations to include: the Automated Message Handling System, Logbook, Joint Capabilities Requirements Manager, Electronic Joint Manpower and Personnel System, Joint Training Information Management System, and Automated Global Force Management Tool.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
