Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Program Analyst, you will:
Serve as an expert advisor on all aspects of quality assurance for the voucher rental assistance and homeownership programs, including HA performance, cost containment data integrity, and Departmental requirements.
Perform complex, comprehensive remote and on-site monitoring reviews and analysis of the program policies, procedures and practices of individual PHAs in the implementation of the voucher programs.
Analyze data from a variety of systems in making determinations regarding the compliance and performance requirements of the PHAs in administering voucher rental assistance and homeownership program funds for maximum benefit in their local communities.
Perform complex review and analysis of a wide variety of performance, leasing, financial and market data to determine the effectiveness of PHAs performance and or the programs operations. Utilize a variety of computer applications to gather and analyze data and project future trends, costs and activities.
Recommend appropriate solutions to complex operational problems and takes an active role in presenting, implementing, and or overseeing the needed changes. Provide expert technical assistance to PHAs, HUD field and Headquarters staff, and others as necessary on issues relating to the quality assurance function and on the development and implementation of program design and operation corrections and improvements.
Initiate and/or lead or participate in team assignments as needed to develop solutions to complex issues identified by monitoring or program analysis. Review and analyze statutory, regulatory and administrative policies associated with the programs to identify changes required to foster improved program performance, integrity, accountability at the PHA and national level, cost-effectiveness and greater service to the public.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Performing on-site and remote monitoring reviews and analysis of financial or program policies, procedures, and practices of Public Housing Authorities; AND
Utilizing a variety of computer applications to gather and analyze data or project future trends related to public housing programs; AND
Recommending ways to improve the productivity of work operations of Public Housing Authorities.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Experience preparing written material such as recommendations, procedures, or correspondence for a variety of audiences; AND
Performing analysis of financial or program policies, procedures, and practices of HUD housing programs; AND
Utilizing a variety of computer applications to gather and analyze data or project future trends.
Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes:
Experience assisting with analytical reviews pertaining to HUD housing programs; AND
Experience using variety of computer systems to gather and analyze data.
OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-9 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
