About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0H9AA US ARMY AVIATION AND MISSILE COMMAND.

Duties

Serves as Program Security Officer for Special Access Programs (SAPs) within the Army Aviation and Missile Command (AMCOM)G-2. Provides security direction and guidance to all Government and contractor personnel associated with the SAP programs. Develops, implements, manages, and monitors policies, instructions, procedures, control systems, and methods to prevent the compromise or loss of SAP material. Reviews security classification guides and procedural guidelines tailored for individual efforts to provide managers with the most current security and intelligence guidance in support of program missions. Provides technical guidance and input concerning Threat Assessments and Countermeasure briefings on Foreign Intelligence Service (FIS) capabilities and activities targeted at AMCOM G-2 SAPs. Attends conferences, working groups, and committees to provide technical expertise on areas of security responsibilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty (TDY) travel will be required 25% or less of the work schedule.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment. (See Additional Information Below)

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes one year or more of experience: researching, interpreting and applying security and intelligence technical methods, policies, regulations, and procedures to administer and/or manage a multi-discipline security program to include at least three or more of the following security program disciplines: Information Security (INFOSEC), Industrial Security (INDUSEC), Personnel Security (PERSEC), Physical Security (PHYSEC), Special Access Programs (SAPs), and Special Compartmented Information (SCI). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Information SecurityPersonnel SecurityPhysical SecuritySecurity Program ManagementTechnical Security Some federal jobs allow you to substitute your education for the required experience in order to qualify.
