Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a SUPERVISORY SECURITY SPECIALIST at the NH-0080-4 some of your typical work assignments may include: Providing expert, authoritative security and protection advice and guidance to senior agency personnel in the application of multi-disciplined security programs (e.g., Security Operations (i.e., Access Control), Physical Security, Information Security, Emergency Management, and/or Anti-Terrorism), policies, requirements, standards, and criteria through direct interaction with system and technology planners, designers, developers, and acquisition authorities across the MDA. Supervising the Missile Defense Agency Security Operation's portfolio (i.e., Enterprise-wide Access Control Support, Integrated Electronic Security System, and Resource Protection Programs (e.g., MILCON, facility renovations, and accreditations of Open Storage areas of operations up to TOP SECRET). Overseeing and evaluating security projects being accomplished by multiple contracts so as to ensure that all actions are properly and effectively administered in compliance with applicable contracting laws and regulations, and Agency/Department policies. Identifying and serving as the coordinating agent for security products and services provided within and from MDA organizations outside of Security and Emergency Management Directorate (e.g., Special Security Office, Intelligence, Counterintelligence, Program Security, Special Access Program Office, Personnel Security, MDA/IC, and MDA Facilities). Representing MDA security interests at senior and action officer level meetings within MDA and with OSD, the Joint Staff, the Services, and other Defense agencies. Routinely interfacing and briefing GOs, FOs, SES' and other senior executives on strategic matters critical to the organization. Performing wide variety of analytical duties connected with planning, prioritizing, justifying, directing, controlling, managing, and implementing business transformation and operating budget impacts. Contributing to the effectiveness, efficiency, and productivity of the agency Security operations through training and responding to management requirements. Resolving diverse viewpoints/controversial issues. Presenting organizational briefings to convey strategic vision or organizational policies.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience in design, application, installation, and maintenance of Electronic Security System utilizing Personal Identity Verification (PIV). Experience in management, oversight, and development of security and technical contracts to include acquisition strategies, source selection activities, and contract compliance. Experience in implementation of cyber-security principles as it pertains to Risk Management Framework. Experience in development of standards and management of Service-level qualification testing and evaluations (QT&E) of Electronic Security Systems for the protection of National Defense assets. Experience in planning and deployment of Mobile Intrusion Detection Platforms in support of CONUS/OCONUS classified operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
