This vacancy is for a Management and Program Analyst (DE) in the International Trade Administration within the Department of Commerce. This announcement will close at midnight EST after 200 applications have been received or on the closing date (whichever occurs first).

Duties

As a Management and Program Analyst (DE), you will perform the following duties: Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of the line program operations in meeting established goals and objectives. Analyzes management information requirements. Develops procedures and systems for assessing the effectiveness of programs/management processes. Evaluates and advises on organization structures, methods and procedures. Develops, analyzes and evaluates new or modified program/management policies, regulations, goals or objectives. These duties are described at the GS-13 full performance level; the GS-9, GS-11 and GS-12 are developmental levels leading to such performance. This Job Opportunity Announcement may be used to fill other Management and Program Analyst (DE) GS-0343-9/11/12/13 FPL GS-13 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-09 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as: Participates in program studies and analysis of operations; Prepares materials for workflow and operational analysis, cost studies, and/or equipment utilization; and Prepares initial work plans and draft reports based on existing procedures or observation of the activity to be studied and makes recommendations for improving methods. -OR- SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE:A combination of experience and graduate level education to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify. Applicants may have combinations of successfully completed graduate education and specialized experience to meet total qualification requirements. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as: Conducts studies of work processes and procedures. Identifies problems, reviews production standards, and makes recommendations for problem resolution; Reviews reports and studies to ensure that user requirements are met, and appropriate rules and regulations are utilized; and Assists in the development of directives and the design, development, documentation, and implementation of various reporting systems. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE:A combination of experience and graduate level education to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify. Applicants may have combinations of successfully completed graduate education and specialized experience to meet total qualification requirements. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is defined as: Identifies procedural problems in program operations, using quantitative or qualitative methods; and Conducts studies on operating programs, analyzes findings and makes recommendations in reports; and Assists in the development of directives and documentation, and implementation of various reporting systems. To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations; Develops new methods, organizational structures, and management processes; and Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.
