Duties

If selected for this position, you will serve as a Human Resources Specialist with the United States Attorney's Office, Southern District of New York. Duties will include, but are not limited to: Researching, interpreting, and applying human resource related laws and regulations to individual situations and questions raised by employees and supervisors. Providing advice and assistance to employees and management in the area of employee benefits to include health insurance, retirement, and life insurance. Providing advice on compensation, including but not limited to, basic pay and the administration of leave. Preparing and reviewing performance work plans, including performance elements and standards. Assisting employees in preparing paperwork related to HR actions; reviewing forms for completeness. Developing vacancy announcements by gathering information from position descriptions and qualification standards. Reviewing applications for minimum qualifications. Responsibilities will increase and assignments will become more complex as your training and experience progress. The salary range for a GS-7 is $57,594 - $74,874; for a GS-9 is $70,448 - $91,582; for a GS-11 is $85,236-$110,803. A new GS employee is usually hired at step one of the applicable GS grade.

Qualifications

To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a Combination of Specialized Experience and Education. Specialized Experience: One full year of specialized experience equivalent to the GS-5 level in federal service. Specialized experience is defined as: applying basic human resources principles and practices; communicating factual information orally and in writing; and assisting a human resources staff in providing technical support and advisory services to employees in any human resources area, such as staffing and recruitment, position classification, performance management, and employee benefits. Education: One (1) of the following types of education in a related field (e.g., Human Resources Management, Business Administration: One (1) full year of graduate level education, or, a full four (4) year course of study leading to a bachelor's degree and meets one of the following superior academic provisions: (1) Class Standing - Applicants must be in the upper third of their graduating class; (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of a 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on courses completed during the final 2 years of the curriculum; (3) a GPA of 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (4) Honor Society Membership: Election to membership in a national scholastic honor society. Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements. To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below. Specialized Experience, Education, or a Combination of Specialized Experience and Education. Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in federal service. Specialized experience is defined as: resolving procedural and/or recurring human resources related issues; applying standardized analytical and evaluation techniques; and interpreting regulatory material related to two of the following human resources specialty areas: position classification, staffing and recruitment, employee relations and performance management, and employee benefits. Education: One of the following types of education in a related field (e.g., Human Resources Management, Business Administration): a Master's or equivalent graduate degree (such as an LL.B. or J.D. if related); or, two (2) full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education may be used to meet total qualification requirements. In order to qualify based on a combination of education and experience, graduate education must be in excess of one (1) full year. To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, or a Combination of Specialized Experience and Education. Specialized Experience: At least one full year of specialized experience equivalent to the GS-09 level in Federal Service providing administrative human resources support and technical services; assisting in staffing and recruitment by interpreting the required documents; and presenting findings and recommendations in one or more of the following areas: position classification, employee relations and performance management, compensation, employee benefits, and human resources development (e.g., training). Examples of specialized experience include: reviewing position descriptions for compliance; coding personnel actions; providing advice and guidance on pay and leave issues, and federal employee benefits; and reviewing performance elements and standards. Education: One of the following types of education in a related field (e.g., Human Resources, Management, Business Administration): a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
