Qualifications

To qualify for the GS-11 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as implementing human resources policies and procedures in one or more of the following areas: recruitment/staffing, classification/position management, training, employee/labor relations, and/or performance management; and researching human resources issues and briefing management and/or customers on findings
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as applying a full range of human resources principles to a wide range of human resources programs to include two of the following: recruitment/staffing, classification/position management, training, employee/labor relations and/or performance management; and researching and analyzing human resources to advise management and customers on complex human resources policies and processes.

Ability to interpret Human Resources laws, regulations, policies, and issues.
Ability to foster partnerships with internal and external stakeholders.
Knowledge of Human Resources systems and technology.
Ability to analyze and interpret data related to the resolution of operating issues and problems.
Ability to advise managers and respond to grievances.
Skill in oral communication sufficient to provide recommendations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
