The primary purpose of this position is to to manage the conduct of comprehensive workforce training programs, and
organizational analysis of a wide diversity of organizations, functions, and work processes and provide innovative, expert
management consulting.
Duties
Studies the structure and or functions of maintenance organizations with extremely interrelated work processes and
functions and accurately develops the workforce and maximizes mission accomplishment and resource utilization by
improving the training program.
Designs, develops, and plans general program guidance for and monitors detailed operation planning and support of
departmental, strategic, tactical, and administrative training plans and programs including installation planning for
accomplishment of operational objectives, concerning human resource development planning affecting future
operations or missions.
Designs, plans, and conduct, studies, management surveys and research projects, provides advisory service of a wide
variety on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of plans
and program operations
Provides complex management support services in the area of program cost analysis, annual/multiyear/long range
budget planning.
Conducts activities through visual information concepts to achieve communication objectives to a variety of
audiences.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series, 0343.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to analyze the function of maintenance organizations, provides program guidance and detailed operation planning in support of the mission and installation, advise leadership and team on substantial issues and provides complex leadership support services while actively communicating objectives to different levels of audiences., NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in the application of DoD joint, and AF management engineering principles, concepts, and methodologies
and financial management directives, concepts, procedures, guidance, and policy.
Knowledge and skill and applying analytical and evaluative techniques to the identification, consideration, and resolution
issues or problems concerning efficiency and effectiveness of program operations to devise organizational solutions. Options
for complex, diverse organizations.
Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and
work procedures.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and
diplomacy.
Ability to assess or locate information using a personal computer and software program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
