This position is part of the Defense Human Resources Activity. The incumbent will be responsible for providing complex human resources (HR) management advisory and technical services related to HR issues within the work-life programs functional area.
Duties
As a Human Resources Specialist (Employee Benefits) at the GS-0201-12/13 some of your typical work assignments may include:
Provides management advisory services and guidance on complex issues advising component representatives on how to best to resolve issues and interpret guidance consistent with the established DOD position.
Explains DCPAS interpretations of emerging law, third party decisions, or other emerging guidance to component and DOD representatives and managers pointing out how to adapt their current guidelines to reflect pending changes.
Evaluates and makes recommendations concerning overall plans and proposals for complex agency HR projects impacting the accomplishment of DOD strategic directives typically as a member of a team led by a more senior member.
Studies DOD operations and provides responses to questions emanating from the components to determine how best to apply them to component operations. Initiates appropriate corrective action.
Participates in special projects and studies within DOD. May participate in similar efforts that are hosted by external agencies

- The incumbent will be expected to become certified at Level III in the Department of Defense Employee Benefits Credentialing Program and/or the Injury Compensation Credentialing Program or complete the designated Work Life Programs Training.
Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Participates in conducting research on HR regulations and other pertinent directives for the improvement of federal work-life regulations, policies, and procedures;
Utilizes HR databases to extract data to develop presentations and reports on federal work-life policies and programs in-person and in a virtual environment; and
Coordinates with a diverse workforce on federal employee work-life programs to include health and wellness, employee assistance, family care, workplace flexibilities, and other work life programs.
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Conducts research on HR regulations and other pertinent directives for the improvement of federal work-life regulations, policies, and procedures;
Utilizes HR databases to extract data to develop presentations and reports on federal work-life policies and programs in-person and in a virtual environment; and
Advises a diverse workforce on federal employee work-life programs to include health and wellness, employee assistance, family care, workplace flexibilities, and other work life programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
