You will serve as the DEPUTY ASSISTANT CHIEF OF STAFF (ACOS) FOR FORCE TRAINING & READINESS of COMNAVSURFPAC.

Duties

You will serve as the principal advisor and consultant to the Assistant Chief of Staff (ACOS), and have direct supervision of civilian staff, providing technical and supervisory review and guidance. You will direct/provide oversight to Afloat Training Group (ATG) unit level training programs to train their primary and secondary mission areas and certify units ready for tasking in the mission area training continuums of the OFRP. You will perform annual review of Mission Essential Task Lists (NMETLs) for Naval Surface Forces ship classes. You will develop training continuums based on NMETLs that are sequenced throughout the training cycle to meet Optimized Fleet Response Plan (OFRP) capability and response levels. You will provide support to all matters relating to Naval Surface Force training capabilities, and coordinate and lead efforts to identify training requirement gaps and develop plans and programs to satisfy those requirements. You will develop and promulgate readiness policies and procedures and updates/revises existing procedures. You will co-chair the Surface and Expeditionary Warfare Training Committee (SEWTC) to establish policies and procedures to identify training requirements. You will develop plans and programs to satisfy SEWTC requirements, as well as to prioritize, budget and execute an integrated and effective surface and expeditionary warfare training plan. You will monitor Modeling and Simulation technology innovation and conduct periodic reviews of surface training and readiness to identify live training events that could transition to a simulator or synthetic training systems using new technologies. You will develop Program Objective Memorandum (POM) submissions for the procurement and Life Cycle Support of new simulators and/or upgrades to existing simulators consistent with the Fleet Training Simulator Strategy. You will provide direct and indirect technical and administrative supervision to civilian personnel, military staff and contractors. You will conduct risk assessments of leave usage, travel expenses, timekeeping, overtime, and compensatory time. You will conduct independent management reviews to assure adherence to administrative, regulatory, and procedural requirements by all staff personnel. You will develop and manage the directorate’s annual training and travel budget and interface with the command’s resource managers/Comptroller to integrate directorate training and travel requirements with those of the command.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • MSP/PPP applicants must currently hold the required security clearance.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector overseeing and directing leadership operations related to policy development and management, resource coordination, technical innovation, and advising on all issues affecting fleet training programs to improve the efficiency and effectiveness of training objectives and program execution.
