You will serve as a Financial Management Analyst in the Production Resources Department (Code 900R) of PSNS and IMF. This announcement is for an Upward Mobility Program position.

Duties

You will assist in the formulation of budget and estimates to support plans, programs, and activities. You will assist in the review and evaluate budget requests. You will assist in the control and reporting of obligations and expenditures. You will perform limited studies or assist a higher-graded analyst with full scale studies. You will research guides to locate accounting, budgetary and financial information to prepare summaries for use by higher-graded analysts.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

The Upward Mobility Program is a unique job opportunity. This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-07 with a full performance level of GS-11. Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions. This recruitment is open to current UIC 4523A employees at the GS-05 (or higher) or equivalent level experience in the private or public sector demonstrating the ability to apply regulations, policies, and/or operating instructions; compile data; and/or utilize a variety of office automation software (word processing, presentation, spreadsheet, graphics, and databases) to support financial management initiatives." Employee Participation Requirements: Must be a current permanent employee serving under a competitive appointment, or under a time-limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment (e.g., VRA, Schedule A). Employees must be GS-05 (or higher) to be eligible for this opportunity. Have a current annual performance rating of fully successful or equivalent rating.
