This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans; Counterterrorism and Threat Prevention, Screening and Vetting Office (SVO). The primary purpose of this position is to provide direction, development, and coordination of DHS screening operations under the auspices of the SVO. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Program Analyst, GS-0343-15, your typical work assignments may include: Develop, coordinate and evaluate identity management, verification and/or intelligence policies, particularly those utilizing biometrics. Work with DHS operational Components, program management offices and technical entities to align DHS capabilities to best mitigate identified threats and vulnerabilities. Assess the applicability of new and emerging biometric and identity management technologies to the DHS Mission while weighing potential privacy and civil liberties consequences of their adoption, represent DHS on interagency coordinating bodies such as: the National Security Council's Interagency Policy Coordinating Committees (IPCs) and Sub-IPCs, and other interagency screening and vetting working groups, and engaging with other interested departments and agencies, representatives of allied governments and international organizations. Ensure policy and program development across the Department complies with relevant guidance, laws and reporting requirements, appropriately gathers information from-and coordinates with-relevant DHS components (e.g., Customs & Border Protection, Immigration & Customs Enforcement, Cybersecurity and Infrastructure Security Agency, Intelligence & Analysis, Transportation Security Administration) in order to ensure unity of effort across DHS, works with other federal offices and agencies, especially the Department of Defense, Federal Bureau of Investigations, the State Department, and the Department of Justice to share biometric and identity management, verification and/or intelligence capabilities in the furtherance of their and DHS's statutory missions. Manage the Biometrics and Identity Management Team within the Screening and Vetting Office. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government. For this position, specialized experience is defined as: Serving in a leadership role for a team or organization responsible for terrorism watchlisting, screening, and vetting procedures and/or biometrics, identity management or credentialing programs. Working with federal departments and agencies in providing expertise on screening and vetting programs, including biometrics programs, and serve as the primary liaison screening and vetting efforts. Developing policies, goals, and objectives of biometrics, identity management and/or credentialing programs, and criteria for evaluating the effectiveness of the programs. NOTE: Your resume must explicitly indicate how you meet this requirement; otherwise, you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
