As a Senior Project Manager in the Space Suit and Crew Survival Systems Branch, you will formulate projects to develop space suit hardware and ground test systems; analyze requirements; develop estimates for resources and schedules; identify risks and mitigations; create and track schedules; lead teams across organizational boundaries; assess progress; and develop reports for stakeholders. You also will manage allocated resources to deliver project requirements on schedule and within budget.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serves as a management authority over the project development cycle i.e., developing the technical scope, schedule, and budget of projects to develop space suits, suit-vehicle interface systems, and ground test facilities.
Exercises broad authority to lead the integrated effort of multiple, matrixed organizations to achieve operational readiness of ground test systems for testing of space suits and associated hardware, including hazardous, Human-In-The-Loop testing.
Assesses the scope of Government Task Agreements. Formulates plans to meet deliverable requirements and timelines, analyzes resources, identifies, and mitigates risks to the scope of the agreements.
Serves as the primary interface between the project and stakeholders (i.e., contractors, project/program offices, NASA Centers, Federal agencies, industry partners) to solve technical problems, develop integration plans, and implement planning.
Oversees changes to objectives, risk management and mitigation, and directs day-to-day actions and decisions relating to plans and work methods.
Utilizes expert knowledge of space suit hardware systems, including suit-vehicle interfaces and hazardous, Human-In-The-Loop tests systems to identify technical requirements for ground testing of space suit hardware systems.
Defines project implementation plans, manages scope of work, directs overall schedule and budget, and obtains adequate resources to meet established milestones.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Estimating the resources required to develop space suit and suit-vehicle interface hardware and ground tests;
Formulating and defending complex project plans that integrate multiple technical disciplines to meet stakeholder requirements;
Managing allocated resources to ensure hardware and test systems are operational and will support program requirements for testing space suit systems.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level.
Managing the resources required to develop space suit and suit-vehicle interface hardware and ground tests;
Overseeing the execution of complex project plans that integrate multiple technical disciplines to meet stakeholder requirements;
Serving as a technical authority in systems engineering to ensure hardware and test systems are operational and will support program requirements for testing space suit systems.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
