About the Position: Serves as a staff advisor to the Command Staff and District staff on matters relating to civilian workforce management. Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates.

Duties

Duties and responsibilities will vary depending on the level of the position, however you will be trained to develop into a full performance GS-11. Various duties may include: Advise District personnel on a variety of procedural and policy matters on a broad range of civilian workforce management functions. Advise the Commander and staff on the Defense Performance Management and Appraisal Program (DPMAP) program. Administer the awards program which includes performance, honorary, service and retirement awards to ensure compliance. Develop recruitment initiative plans to ensure successful workforce planning. Coordinate workforce management actions between management and the servicing personnel office. Coordinate recruitment events to ensure successful workforce planning.

The duties of this position lead to the full performance level of GS-11. Incumbent will be appointed to the GS-09 or GS-11. Promotions are not automatic. If selected at one of the lower grades incumbent may be non-competitively promoted to the next higher grade upon (1) meeting all regulatory requirements; (2) certification by the supervisor of successful performance; (3) completion of all training requirements; and (4) the availability of work at the next higher grade level. Minimum Qualifications for the GS-09: Specialized Experience: One year of specialized experience which includes: 1) coordinating records such as management, personnel and administrative functions; AND 2) analyzing data from created reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Human Resources Management, Organizational Development, or a related discipline to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes: 1) advising management on organizational resources, policies, and procedures; AND 2) reviewing personnel actions to ensure compliance with policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business Administration, Public Administration, Organizational Behavior, Management, or a related discipline to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
