THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST, Position Description Number T5615000 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard. This vacancy does not meet the criteria for appointment of annuitants. Veterans' preference does not apply to this vacancy due to internal merit promotion.

Duties

As a Program Analyst, GS-0343-09, you will provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state.

Requirements

• Must be able to obtain and maintain the appropriate security clearance of the position within 1 year of appointment.
• Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
• Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
• Proficient in logistics standard army management information system (STAMIS).

Qualifications

SPECIALIZED EXPERIENCE: Must have at least one year experience at the GS-07 level or the equivalent in developing sampling plans and procedures for validating unit/activity accountability and inventory certifications. Experienced in independently evaluating the effectiveness of substantive unit programs and processes in meeting their established goals and objectives and analyzing evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Must be experienced in developing recommendations to correct deficiencies, or suggest program, or process improvements for the organization and planning and designs procedures to improve organizational effectiveness and efficiency. Experienced in developing and administering a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. Experienced in using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations.

Education

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.
