Serves as the User Experience Division Chief in a Defense Commissary Agency (DeCA) HQ location.The primary purpose of this position is to Supervise, manages, and administers all aspects of the User Experience Division. The incumbent establishes the necessary economic and technical requirements throughout the eCommerce Platform Program's life cycle, and manages cost, schedules, performance, and supportability of the entire program.
Duties
Directs the development, execution, analysis, and socialization of plans and ad hoc consumer/ eCommerce Platform to support DeCA shopper initiatives.
Ensures that projects/plans are actionable, and right-sized given the business risk/opportunity.
Proactively facilitates the use of consumer and shopper research across the various organizational units to address strategic business issues within specific areas and/or DeCA wide.
Identifies and defines shopper business issues and opportunities and the way in which research might be utilized to address those needs.
Develops partnerships across the Agency to increase the impact of consumer and eCommerce Platform operations.
Advocates for the consumer ensuring the consumer is represented in all DeCA business decisions.
Adept at interpreting and leveraging data insights for constantly enhancing customer experience.
Ability to understand data analytics and extract useful or actionable information from it along with strong problem-solving skills is a power-packed combination for ensuring customer experience gaps do not occur or are resolved efficiently.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Your resume must clearly show that you have one year of specialized experience equivalent to at least GS-13. Experience can be under other Federal service pay systems, private sector, or military.
Examples of qualifying specialized experience include:
Interacts at executive/senior management level, proactively advocating for solutions and managing the customer escalation process.
Create and implements an analytics strategy for best-in-class service delivery.
Develops and drives the operations and business metrics process for the eCommerce Platform program
Conducts periodic surveys to ensure "user friendly" performance of the interface to the web site.
Evaluates work performance of subordinates.
Provides advice, counsel, and instruction on work and administrative matters.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Additional Requirements that must be met by the closing date:
Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-14: You must have 52 weeks of Federal service at or equivalent to GS-13.
Time after competitive appointment.
