About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. You may need to complete a 3 year probationary period, if applicable. This position is with 7th Signal Command, 21st Signal Brigade, located at Fort Detrick, Maryland.

Duties

Serve as the expert in managing a complex and sophisticated array of procurement and contract actions. Make authoritative and independent decisions based on interpretation of the FAR, DFAR, AFAR and policies and procedures having direct impact on the 21ST SIG BDE mission. Make recommendations and decisions that directly impact annual funding in excess of $10M. Prepare, coordinates, and monitors administration of DD Form 254 Contract Security Classification Specification and the Army Centralized Contracts and Security Portal (ACCS) Develop and maintain spreadsheets for contract management/administration that depicts the real time status of contract funding expenditures, contract tasks, contract suspense's, delivery orders and supporting CLIN's and contract manning status.

Specialized experience would be demonstrated by coordinating, monitoring, and advising staff and leadership on technical responses to contractual correspondence; training other staff and subordinate originations on a variety of different supporting documentations need; tracking contracted funds and/or coordinating future budget submissions.

Education

This is a Defense Acquisition Workforce (AWF) position. In accordance with DoDI 5000.66 and Defense Acquisition Workforce Act (DAWIA) requirements, this position requires the incumbent to obtain an Intermediate Level II Certification in the acquisition career field of
Contracting within 24 months of the initial start date. Once certification is achieved, there is a requirement for continuous training. This is an Army Acquisition, Technology, and Logistics (AT&L) Workforce position. The employee must meet DoDI 5000.66 requirements
applicable to the duties of the position.

Incumbent is required to submit a Confidential Financial Disclosure Report, OGE- 450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army
Acquisition Executive the following requirements are mandated:
  • Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
  • Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification. The assigned Career Category/Functional Area and Career Level Certification Category can be found on the sequenced position Conditions of Employment data fields in the header of the PD/PRD.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • Practitioner Career Level Certification must be met within 5 years.
  • Advanced Career Level Certification must be met within 4 years.
