The primary purpose of this position is to serve as an Air Force strategy analyst for Cybersecurity, Cyberoperations, Communications, and Information Technology (3CIT) programs and efforts.
Duties
DUTY 1: Applying Air Force cyberspace operations and communications experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of Air Force Cybersecurity, Cyber Operations, Communication and Information Technology (3CIT) initiatives and other assigned programs.
DUTY 2: Represents AF/A26C with a variety of Department of Defense, Headquarters Air Force and functional area organizations. Establishes, develops, and maintains effective working relationships with DoD-CIO, US Space Force, Air Force Network Integration Center, Air Force Departmental Publishing Office, and other organizations as required.
DUTY 3: Supports branch and division chiefs on a wide range of subjects impacting the organization by drafting and implementing detailed direction, documentation, and presentations as required by the organization and Air Force senior leaders.
DUTY 4: Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
Requirements
- This is a TERM position NTE 48 months. In accordance with DODI 1400.25 Vol 2005, dtd 3/3/12, the individual selected for this position may be extended or made permanent without further competition.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the 13 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force 3CIT strategy and other programs in support of developing Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force 3CIT strategy and other programs in support of developing Planning, Programming, Budgeting, and Execution (PPBE), and policy, procedures, and schedules for developing PPBE inputs, including Program Objectives Memoranda (POM), Budget Estimate Submissions (BES), and Financial Planning and executions in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, issue papers, and budget documents.
2. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
3. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBE process supports them.
4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Space Situational Awareness & Command and Control; Space Protection; Space Intelligence, Surveillance & Reconnaissance; Missile Warning/Defense; MlLSATCOM; Space Position, Navigation & Timing; Space Testing, Training, Tactics & Exercises; Space Launch, Ranges & AF Satellite Control Network Operations; Cyber Integration; Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare rescue, and associated mission and flight operations, tactical space lift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, foreign military sales, PPBE, Program Element Monitoring (PEM), acquisition, special operations, or similar operations.
5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to communicate effectively, both orally and in writing; negotiates complex issues; establish and maintain good
working relationships with key individuals/groups outside the immediate work unit and advises others.
OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
