This vacancy is for a Lead Program Analyst in the Minority Business Development Agency(MBDA) within the Department of Commerce. In this position you will perform analysis and advisory assignments related to the effectiveness of government programs and/or the efficiency of the management of government operations.

Duties

As a Lead Program Analyst, you will perform the following duties: Conduct quality Assurance checks in the Department of Commerce Grants Online System and Customer Relationship Management System. Articulate and communicate to the team the assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, as well as deadlines and time frames for completion. Ensure that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. This Job Opportunity Announcement may be used to fill other Lead Program Analyst GS-0343-13 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ To qualify at the GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: Analyzing data for record-keeping and compliance of funding for federal assistance awards; AND Planning, organizing, and conducting studies to improve program goals and objectives; AND Revising existing policy/regulatory guidance for dissemination to staff, colleagues, and management regarding program areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
