Requirements

  • United States Citizenship is required.

  • Must be able to obtain and maintain a Top Secret Security clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service. If selected, the applicant must sign a statement certifying his registration, or the applicant must demonstrate exempt status under the Selective Service Law.
  • Worldwide availability is a requirement of the position. While USAID uses a bidding system for assignments, Foreign Service Officers must be willing and available to accept assignments to any country where USAID operates.
  • Must be between 18 and 59 years old at the time of application and not yet age 60 on the day of appointment as a Foreign Service Officer.
  • Applicants who are Veterans must be between 18 and 64 years old at time of application and not yet age 65 on the day of appointment.
  • Drug Testing. These are Testing Designated Positions under the Agency's approved Drug Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • If the applicant is invited to interview, they will also be provided an opportunity to be tested in a USAID tenuring language (as identified in ADS 438maa, USAID Tenuring Languages).

Qualifications

Applicants must meet the combination of both the Experience and Education requirements, further defined below: Relevant majors are defined as business administration, finance or public administration, management, economics, or accounting. Relevant experience is defined as professional work of a fiscal, financial management, auditing, accounting, or budgetary nature. Experience in Public Financial Management will be advantageous. Volunteer experience. Experience includes relevant paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience, that meets the criteria as defined under "relevant work experience". Unofficial transcripts must be uploaded as part of the application. Failure to do so will result in the application being eliminated from consideration. A transcript is only required for the degree you are using to meet the education requirement. The unofficial transcript must be issued by the university and include the name of the applicant, the name of the college/university, the degree awarded, and the completion date. The degree must be completed at the time of application. If we are unable to determine that you meet the required education, you will be found ineligible for further consideration. If you proceed past the initial application phase, official transcripts must be received by USAID from your university/institution during the final selection process. Education completed in foreign colleges or universities may be used to meet the education requirements. Transcripts from any and all foreign educational institutions must be accompanied by an official Evaluation of Educational Credentials in order to be considered for the position. It is your responsibility to provide evidence that the foreign education is comparable to that received in an accredited educational institution in the United States when applying. If you are qualifying based on foreign education, you must submit proof of accreditation of education as evaluated by a credentialing agency. FS-04 Minimum Qualifications Required:
Applicants must meet the combination of both the Experience and Education requirements:

EDUCATION: Must have a Bachelor's or a Graduate's degree from an accredited institution in a *relevant major. This degree must include at least 30 semester hours in accounting and business law, with at least 24 semester hours specifically in accounting, and can be met at the undergraduate, or graduate level

  • At least (3) years of relevant work experience, AND a Doctorate''s degree in a relevant major; OR
  • At least (5) years of relevant work experience, AND a Master''s degree in a relevant major: OR
  • At least (7) years of relevant work experience, AND a Bachelor''s degree in a relevant major;

A CPA can substitute for 2 years of relevant experience.

Grade FS-05 Minimum Qualifications Required:
Must have either of the following three levels of minimum Experience, and education: :

  • At least (2) years of relevant work experience, AND a Graduate's degree in a relevant major; OR
  • At least (4) years of relevant work experience, AND a Bachelor's degree in a relevant major;

A CPA can substitute for 2 years of relevant experience.
