Duties

As a Lead Health Scientist (Program Evaluation) you will: Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Evaluate activities using CDC's evaluation framework which includes engaging stakeholders; developing a program description (usually a logic model); identifying the evaluation focus, key evaluation questions, and relevant process and outcome indicators. Design, oversee, implement, and conduct program monitoring and evaluation studies or projects to identify public health problems and improve the efficiency and effectiveness of public health programs and policies. Collect, analyze, and interpret data using appropriate quantitative or qualitative methods related to the assessment and improvement of program efficiency and effectiveness. Search, synthesize, and interpret information and evidence relevant to public health. Synthesize evaluation and monitoring results into written documents and/or oral presentations, using tailored communication and data visualization techniques.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Basic Qualifications: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: leading a team; providing advice and consultation to health scientists and public health professionals in the collection, analysis, visualization and interpretation of Tuberculosis public health surveillance, research, and administrative health data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
