The VA San Diego Healthcare System (VASDHS) has established itself as an elite research center with one of the largest and most diverse basic, translational, and clinical research programs in the entire VA system. VASDHS supports one of the 5 largest research programs within the Department of Veterans Affairs and hosts significant activities in all major VA research programs.
Duties
Research Program Management, Strategic Planning and Development of Policies and Procedures 25%
Assists the ACOS/R&D with the following:
Evaluating all health-related programs and management policies pertaining to the agency; Long-term strategic planning and develops Research Service objectives (goals), priorities and timelines; Exercising delegated decision-making authority for management of the agency's research and development programs and policies; Developing initiatives in collaboration with the ACOS/R&D, the medical center, non-profit corporation VMRF, affiliate university, and Principal Investigator community to strategically shape the future of the VASDHS Research program; Evaluating the impact of current national research standards on programs; Monitoring the effectiveness of the interactive systems and procedures necessary to advance the research program in accordance with all principles, rules and regulations affecting research within the VA, and as established by outside funding agencies and oversight bodies for research conducted at VASDHS including but not limited to NIH, DoD, USDA, OSHA, and FDA; Evaluating research productivity and the contributions of individual programs to the goals of the VASDHS research program, the facility, and the VA overall.
Research Advisory Activities and Mentorship 20%
Assists the ACOS/R with the following:
Analyzes, evaluates and provides expert advice and consultation to other health scientists and physicians involved in the VASDHS Research Program:; Mentors and assists research investigators in preparing proposals that meet R&D Committee and sub-committee review process requirements, and the requirements for submission to funding agencies including VA intramural, and extramural agencies; Reviews and assesses the need for project modifications and provides guidance to principal investigators on submission of modifications; Reviews annual Merit Award progress reports, and advises/consults with principal investigators as needed on such reports; Consults with principal investigators and serves as a resource for scientific and technical issues; Recommends training to ensure competency of staff.
Supervisory Duties 25%
Has primary responsibility for the full supervision of staff comprising the Research Safety and Space Management Program Section. This position also administratively supervises the supervisor of the Veterinary Medical Unit. In addition, the employee has administrative supervisory responsibility for all non-clinician scientists at the GS-13 and GS-14 level holding VA Merit funding; this number fluctuates over time as investigators are added to, and depart, the program; Assists the ACOS R&D as required on supervision of GS-13 level Career Development Awardees; again, the number of awardees fluctuates over time; Manages administrative aspects of supervision, including: Sets annual or multi-year plans, sets priorities, coordinates work operations - ensuring workload balance among subordinate staff; develops internal communication procedures for supervised staff; Evaluates performance; develops long-range plans and determines the goals and objectives. Exercises significant responsibility in dealing with other organizations. Reviews any contract work to ensure standards and requirements are met. Directs a program or major program segment with significant resources (e.g., one at a multimillion dollar level of annual resources). Manages administrative aspects of supervision, including development of performance standards and writing position descriptions; Reviews and approves or disapproves leave requests; Interviews candidates for positions. Selects non-supervisory positions and recommends selections for supervisory positions. Recommends awards and recognition; Approves within-grade increases or equivalent increases. Makes decisions on issues presented by subordinate Principal Investigators. Certifies timecards for supervised employees; Counsels employees whose performance is marginal or unsatisfactory; Initiates disciplinary actions when necessary; Hears and resolves complaints from employees. Designs and implements methods for improving productivity, efficiency and effectiveness, resolving bottlenecks and promoting teamwork and teambuilding to improve operations. Arranges for training of subordinate staff as needed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. SELECTIVE PLACEMENT FACTOR: Served as an investigator and administrative lead in a Medical Research environment (public or private) overseeing programmatic, administrative, qualitative methods and quantitative methods efforts for clinical sciences, health services, biomedical laboratory and rehabilitation research functions.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: independent researcher/investigator as evidenced by publications within biomedical laboratory, clinical science, health services or rehabilitation research; administrative supervisor within a large medical research or academic program, managing intramural and extramural research funding and a large team; interpreting and applying guidelines, assessing program/proposal effectiveness, and directing program resources, including budgetary and personnel; managed contracts and grants in a research or medical setting; represented the organization on all inspection matters from national and local regulatory agencies.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of work, however there are times when he/she will need to visit work locations throughout the VASDHS main hospital, other buildings on the VASDHS and affiliate University campuses.
