Duties
The primary purpose of this position: Serve as a joint fires targeting subject matter specialist synchronizing the USSPACECOM joint targeting cycle, from targeting guidance to assessment, providing the link between plans and operations. These activities enable to accomplishment of USSPACOM objectives and effects at all levels of warfare and ensures unity of effort throughout the command.
As SME provides joint targeting expertise in support of strategic and operational planning and execution in USSPACECOM mission areas to create multi-domain effects on targets to achieve CCMD objectives.
Leads the USSPACECOM targeting process through collaboration, working groups and boards to conduct planning, coordination, and deconfliction associated with joint targeting to ensure the full rang of options and capabilities are available to support combatant commands or USSPACECOM missions.
With technical expertise prepares and delivers written, targeting specific products and oral presentations such as operation order appendixes, briefings and training sessions with other staff functions and activities to secure cooperation, resolve controversial matters, and convey operational information and support USSPACECOM's targeting process and enterprise.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic and random counterintelligence (CI)-scope polygraph examination as a condition of employment. Polygraph examinations are considered current when administered within the past five years.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH 02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service (may have been obtained in the federal service, military, or private sector). Specialized experience must include In-depth knowledge of joint war fighting doctrine, unified combatant command structure, and global command and control constructs with application to joint targeting doctrine and operations. Expert knowledge of the Joint Planning Process (JPP) and the six step targeting cycle which enable substantive contribution to operational planning teams.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of joint war fighting doctrine, unified combatant command structure, and global command and control constructs with application to joint targeting doctrine and operations.
Expert knowledge of the Joint Planning Process (JPP) and the six step targeting cycle which enables substantive contribution to operational planning teams.
Skill in effective communication, both orally and in writing; articulate complex issues; and maintain good working relations..
Ability to lead study teams; originate new ideas, projects, and methodologies.
Ability to develop and coordinate doctrinal targeting products, within the targeting community of interest, to support working groups and decision boards. Ability to independently execute projects and/or studies within established time constraints.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
