DELTA 12 prepares United States Space Force (USSF) forces to prevail in a contested, degraded, and operationally limited environment through the independent test and evaluation of USSF capabilities and delivery of timely, accurate, and expert information in support of weapon system acquisition, operational acceptance, and readiness decisions.

Duties

Position Located at Schriever SFB, Colorado- The prospective employee plans and carries out assignments independently; conceives and defines solutions to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work of team members in comparable junior grades. Completed work and reports are reviewed for feasibility, compatibility with other work or effectiveness in meeting requirements or expected results. KNOWLEDGE SKILLS AND ABILITIES: 1. Knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of space operations, test & evaluation and to effectively apply these principles and concepts to areas of responsibility. 2. Knowledge of the principles of planning, program management, and standard acquisition regulations, practices, and procedures. 3. Knowledge of safety, security and personnel management. 4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. 5. Ability to research, evaluate, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. 7. Ability to executive complex projects and/or studies within established time constraints. 8. Ability to establish and maintain relationships with key individuals/groups within and outside immediate work unit including field level representatives. 9. Ability to advise senior leaders, Program Element Monitors and field level representatives.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Employee must be able to obtain and maintain a Top Secret clearance.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
  • It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • A Supervisory probationary period of one year may be required.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work overtime on an unscheduled or emergency basis.
  • A permanent basing decision for STARCOM is still pending and may require this position to be relocated based upon that decision, as applicable.
  • This PRD has been classified based on projected duties or new mission requirements. The duties within in this PRD may be reviewed for accuracy after 12 months of Full Operational Capability of organization identified within in this PRD.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, you can view the experience level requirements here. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent in difficulty and complexity to at least the NH03/GS-13 level in federal service having demonstrated experience managing multiple branches/sections or managing an organization that includes strategic planning, operations management, business development, and/or service delivery; experience conducting large meetings with multiple interests; experience managing multiple programs and projects, acquisition planning, policy guidance, providing input on annual program budgets; experience with the principals of planning and project planning. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 or GS-11 level is required to meet the time-in-grade requirements for the NH-03 or GS-12/13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
