Duties
The primary purpose of this position is: To serve as Deputy Director for the Directorate of Plans, Policy and Allied Integration for the Joint Functional Component Command for Integrated Missile Defense (JFCC IMD) (USSPACECOM), sharing with the Director the full scope of responsibility for managing the activities of the directorate of approximately 21 personnel (military, civil service, and contractors).
Serves as the "alter ego" for the Director of Plans, Policy and Allied Integration Directorate at JFCC IMD, planning, organizing, and managing the activities of the directorate
Exercise supervisory personnel management responsibilities
Represents the Directorate with a variety of command and functional area organizations

Qualifications
"This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
The incumbent will be required to obtain and maintain a Top Secret security clearance as a condition of employment.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Integrated Missile Defense operations, architecture, command and control and plans within the context of joint doctrine, policies, guidance, concepts and procedures; establishes, develops and maintains effective working relationships with the Office of Secretary of Defense, Joint Staff, Agency Command, other Combatant Commands, Missile Defense Agency, Military Services and other interagency organizations providing key input to integrated missile defense; expert knowledge of all missile defense forces missions, capabilities, force structure, planning and execution processes, to include forces of friends and allies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of Integrated Missile Defense operations, architecture, command and control and plans within the context of joint doctrine, policies, guidance, concepts and procedures;
Establishes, develops and maintains effective working relationships with the Office of Secretary of Defense, Joint Staff, USSPACECOM, other Combatant Commands, Missile Defense Agency, Military Services and other interagency organizations providing key input to integrated missile defense.
Expert knowledge of all missile defense forces missions, capabilities, force structure, planning and execution processes, to include forces of friends and allies.
Knowledge of civilian and military personnel management, EEO, safety and security regulations, practices and procedures; skilled at planning, organizing and directing the functions and mentoring, motivating and appraising the staff of an organization through subordinate supervisors.
Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; skill in developing and analyzing plans, policies, agreements, issues, and data to align with command objectives and goals, establishing relationships between the participants involved and making effective recommendations.
Advanced skill in written and oral communications. Ability to effectively and constructively communicate highly sensitive and complex issues to senior leaders, high-level officials, non-technical customers and executive level management officials and political appointees; ability to perform in a high stress environment during intense situations, make critical judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to Department senior leaders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
