The primary purpose of this position is to provide providing overall administration of the Kennel Management Element within Military Working Dog (MWD) Program and its areas of responsibility to include animals, kennels, animal caretakers, trainers, and handlers.

Duties

Plans, organizes, and directs the activities of the MWD, ensuring that MWD Kennels complies with legal and regulatory requirements and meets customer needs. Responsible for managing the unit's military working dog program. Supervises and directs all kennel management support functions in the MWD section. Manages the accountability of all kennel management resources.

  • Employee must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth
  • Employee must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements
  • Employee must have a spleen to optimize the body’s infection fighting capability in response to dog bite injuries that may be experienced as a Kennel Management Specialist
  • Employee must have at least three years recent experience as DoD Kennel Master

Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: Employee is required to work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts and is subject to no-notice recalls. Employee is required to wear protective clothing such as coats, boots, and vests and/or chemical protective equipment, (e.g. respirator mask) and MWD-related protective equipment. Employee must possess a valid driver's license and be able to operate all Security Forces vehicles and installed equipment. Employee is subject to an annual duty position evaluation as well as recurring evaluations as a military working dog team on a pass/fail standard. Employee must pass formal law enforcement training school as determined by functional; a certificate from a federally recognized Law Enforcement Academy is highly desired. Employee must be a graduate of an approved DoD military working dog formal training course or other federal agency-level working dog course that has been preapproved, in writing, by the career field functional manager and fulfilled duties as a MWD handler for at least 18 months and meet the mandated experience prerequisite to attend the DoD MWD kennel master course to be a MWD kennel master. Must be a prior graduate of the 341st TRS MWD kennel master course or must hold the requisite 18 months of MWD handler experience and successfully complete the course within 90 days of appointment as a MWD kennel master. Employee must maintain a state of MWD team readiness, proficiency and preparedness to participate in no notice or short notice on or off installation MWD taskings supporting the DoD, other federal agencies and civil law enforcement organizations. Employee will be exposed to the day-to-day dangers associated with law enforcement, security, military working dog kennel master duties and potential hazards associated with MWD training. Employee is required to obtain certifications required in CPR techniques, self-aid buddy care, first aid and MWD first aid on an initial and recurring basis. Recurring/Ad hoc training is required to keep employee knowledgeable on updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: identifying normal and certain abnormal dog health conditions; functional understanding of basic physiologic anatomy of dogs to allow for palpation, vaccinations, and other skills normally ; knowledge of standardized procedures and of the use, care and storage of veterinary materials, medications, and equipment used in the full variety of treatments; knowledge of leash obedience, controlled aggression, and the safe utilization of animals in congested areas, if required; and knowledge of logistical, personnel, and training matters affected by dog health. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of kennel master responsibilities and kennel management. The employee must analyze situations and resolve difficult issues and problems in assigned area of responsibility. 2. Knowledge of MWD training administration, policies and procedures and principles, practices and techniques of MWD training and knowledge of MWD inventory management, MWD evaluations, and kennel management. 3. Knowledge of animal behavior, psychology, training methods, evaluation procedures, exercising dogs, grooming dogs and kennel sanitation. 4. Ability to communicate orally and in writing to work harmoniously with all levels of personnel within the organization. 5. Ability to establish program objectives and to assess progress toward their achievement. 6. Ability to analyze problems and to develop timely and economical solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
