Duties

You will serve as a Telecommunications Specialist in the Servicing Provisioning Branch, Base Level Communications Planning Division, Plans, Programs and Requirements Department at Naval Computer and Telecommunications Area Master Station, Pacific. You will provide telecommunications services to users of Pacific Enterprise Services, Defense Switched Network (DSN) and other authorized and contracted communications service providers to ensure uninterrupted flow of requirements are met. You will analyze requirements and develop solutions to meet specific operational needs, considering equipment, operating situations and problems which commonly occur. You will review and analyze requests from a variety of field installations, ship lines, control functions or other organizational units for standard services (Voice, Data), equipment or service changes. You will serve as a technical advisor ensuring most effective use of telecommunications resources to meet current, projected and future requirements or commitments. You will develop local operating instructions and manuals such as security, equipment operation, and Standard Operating Procedures (SOPs) based on established procedures for installations or specific phase of a network.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience planning, procuring, and tracking of telecommunications services from commercial carriers, contractors and communications equipment and services companies. -Experience preparing and analyzing support documentation for contracts, delivery orders, service requests and other reports. -Experience coordinating installation with procurement sources and other appropriate personnel or organizations. -Experience identifying and initiating service complaint problem solutions and tracking Trouble Tickets. This position is within the Work Category TECHNICIAN AND ADMIN SUPPORT at Work Level FULL PERFORMANCE, Series and Grade GG-0391-09. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education


Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position for the GG-09 position:

Successfully completed a master's or equivalent graduate degree from an accredited or pre-accredited institution in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Obtained an LL.B. or J.D. that is related to the position being filled.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

All academic degrees and coursework must be from accredited or pre-accredited institutions.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
