You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Expeditionary Systems Division (E30) of NAVSURFWARFCTR PANAMA CITY DIVISION. You will serve as the Air Cushion Vehicle Technical Services Branch Head (E32) within the Expeditionary Systems Division (E30) at the NAVSURFWARCTR PANAMA CITY DIVISION.

Duties

You will lead a complex organization of local and remote professionals performing hull, mechanical, and electrical systems maintenance, craft operations, product support/ILS, and fleet support. You will be responsible for the application of technical principles and policies across the programmatic lifecycle to include requirements generation, planning, design, fabrication, integration, testing, production, sustainment, and maintenance. You will provide necessary management control, technical direction, evaluation, and guidance to ensure all assigned projects overcome challenges and are executed successfully. You will advise others based on your understanding of Navy processes that apply to branch activities (e.g., contracting and procurement, system test and evaluation, employee relations, cybersecurity, project management, systems engineering). You will determine resource needs within the branch (to include personnel, skills, equipment, space, etc.), fill any resource gaps, and distribute resources to projects efficiently. You will manage branch personnel, including mandatory and other required training, official travel and leave approvals, resolve personnel conflicts, assign personnel to projects, and enforce command policies. You will set branch personnel performance objectives, conduct performance reviews, and initiate personnel actions. You will mentor and develop the competencies of others to perform and contribute to the organization by providing opportunities to learn through formal and informal methods. You will support execution of Division, Department, and Command strategic objectives including Division initiatives for continual process improvement. You will present written information in a clear, concise, and convincing manner when authoring or editing a variety of programmatic, technical, and business operational documents and briefs.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing personnel and leading maintenance operations or support activities (e.g. hull, mechanical, and electrical systems maintenance, craft operations, product support, ILS, or fleet support) to apply technical principles and policies throughout the program lifecycle in order to ensure the successful project execution and support of strategic objectives.
