Duties
You will receive written requests from federal, state and military prosecutors for impeachment material on NCIS Special Agents, analyze requests for legal sufficiency, and search personnel files for information satisfying the prosecutor's requests.
You will assist attorneys by performing legal research, reviewing factual material, and drafting pleading motions, briefs, litigation reports and other papers in Merit Systems Protection Board and Equal Employment Opportunity Commission cases.
You will summarize the basis of complaints, legal issues presented and relevant case law, receive, analyze and recommend action on claims submitted, and select materials produced in response to subpoenas and other legal demands.
You will receive requests for the use of special investigative procedures, respond to queries from the field regarding special procedure requests, and prepare reports for NCIS leadership documenting all special procedures and their status.
You will maintain responsibility for the day-to-day functioning of the NCIS Office of Counsel, provide guidance and oversight of budget matters, keep personnel informed of security news and guidance, and prepare and provide training to staff.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience reconciling conflicting polices and facts, identifies and elicits additional information, and makes a number of decisions at various stages such as identifying issues, defining the problem in terms of compatibility with laws, policies, or regulations; interpreting considerable data; and weighing facts in order to formulate a legally and factually supportable position.
-Experience with various duties involving different and unrelated processes and methods, such as case or issue analysis; legal research; interviewing potential witnesses, clients. and NCIS personnel; summarizing and explaining case files, depositions, or
interrogatories.
-Experience with identifying legal issues, making decisions/recommendations relating thereto, and performs numerous other duties covering a wide range of legal issues, involving complex fact patterns and requiring organization of work to meet deadlines.
GS-12 Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience assisting assigned attorneys by performing legal research, reviewing factual -material, and drafting pleading motions, briefs1 and other papers in Merit Systems Protection Board (MSPB) and Equal Employment Opportunity Commission (EEOC) cases being handled by the office. Conducts legal research and replies directly to field inquiries regarding legal issues. Provides litigation support for cases varying in complexity.
-Experience serving as Program Manager for the worldwide NCIS Brady/Giglio/Henthorn compliance program. Receives written requests from federal, state, and military prosecutors for impeachment material that may exist on NCIS Special Agents (SAs) slated to testify in court and analyzes requests for legal sufficiency.
-Experience serving as the backup to the NCIS Communication Interception Program in the absence· of the Program Manager. Receives telephonic and-written requests for interception authority from worldwide Special Agent corps. Independently prepares memoranda for review and approval by NCIS Counsel and NCIS Director.
-Serves as the back-up to the NCIS Ethics Program in the absence of the Program Manager.
-Serves as the Administrative Officer/Office 'Manager for the NCIS Office of Counsel (OOL).
