About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Space & Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), Technical Center, Space & Strategic Systems Directorate, Space Division, Redstone Arsenal, AL 35898.
Duties
Serves as Senior Security Specialist and Assistant Program Security Manager for Special Access Programs (SAPs).
Develops, implements, manages, and monitors policies, instructions, procedures, control systems, and methods to prevent the compromise or loss of Special Access Program material.
Coordinates with Federal Security and Intelligence Agencies, and others on a regular basis, concerning security and intelligence matters of mutual concern.
Review security classification guides and procedural guidelines tailored for individual efforts to provide managers with the most current security and intelligence guidance in support of program missions.
Provides technical guidance and input concerning Threat Assessments and Countermeasure briefings on Foreign Intelligence Service capabilities and activities targeted at SAPs.
Requirements
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary duty (TDY) travel will be required 25% or less of the work schedule.
- This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
- Required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- Two year trial period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience administering a Special Access Program (SAP) in disciplines such as Information Security, Personnel Security, Operations Security, Communications Security, Industrial Security, or Foreign Disclosure. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
