This position is located in the Office of the Executive Director, Bureau of Oceans and International Environmental and Scientific Affairs (OES), Department of State (DOS). The Information Management Division (OES-DRL/EX/IMD) is responsible for providing information technology (IT) services including auditing and monitoring systems, information assurance and security, requirements planning, mobile technologies, and desktop support service.
Duties
Serves as the first-level supervisor of a staff of IT Specialists and contract personnel responsible for ensuring the most effective, economical, and efficient use of information technology to accomplish the mission of the serviced organizations.
Oversees and provides coordination, technical guidance, and direction on all aspects of the IT operations and projects including infrastructure networks, wireless, cybersecurity, and technology risk assessments for the supported organizations.
Assesses client hardware and software needs and obtains new equipment and software in the most cost-effective manner, coordinating deployment of new equipment and/or software and ensuring that employees are trained in its use.
Serves as COMSEC officer for supported organizations. The incumbent ensures
completion of annual and semi-annual inspection inventories of COMSEC materials and maintenance, cataloging, and reporting of records for COMSEC information.
Reviews, verifies, and approves IT invoices for payment, along with reviewing reports and resolving discrepancies to ensure accuracy of IT funding and timely payment submittals.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (individuals who use or receive the services or products that your work produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (technical, sensitive, controversial); makes clear and convincing oral presentation; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience assessing client hardware and software needs and obtains new equipment and software in the most cost-effective manner, coordinating deployment of new equipment and/or software.
Experience providing plans and implements security training, practices, measures, and tools to protect computer systems, networks, and data.
Experience analyzing IT operations funding and requirements to determine short, medium, and long-term financial priorities.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
