Duties

You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. You will perform or advise on work in any of the phases or systems of budget administration. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. You will develop performance standards, evaluate employee performance, and provide technical and administrative oversight, advice and instruction. You will support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan as directed by applicable laws and regulations and to communicate this support to employees.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a comprehensive, detailed knowledge and understanding of budgetary policies, precedents, goals, objectives, procedures, regulations, and guidelines. Experience applying an intensive knowledge of administrative and financial management systems. Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding, and formulation of budget estimates for programs in which funding requirements have changed significantly. Experience applying a high degree of skill in analytical reasoning, identification, analysis and conceptualization of budgetary problems and development of alternative solutions is required.
