You will serve as the Deputy to the M2X, performing first line supervisor and senior advisor duties to the M2X on all Counterintelligence (CI) and Human Intelligence (HUMINT) matters in the Information Intelligence Division, Deputy Commandant for Information (DC I) Headquarters of HQ US MARINE CORPS. You will oversee CI/ HUMINT-specific Doctrine, Organization, Training, Material, Leadership, Personnel, and Facilities (DOTMLPF) strategic planning.

Duties

You will coordinate Service-wide development and of Marine Corps CI/HUMINT capabilities across the DOTMLPF in accordance with guidance and direction provided by the Director of Intelligence. You will provide strategic guidance and oversight for the establishment and refinement of the MCISR-E architecture for CI/HUMINT capabilities and operations. You will present and defend Service positions on CI and HUMINT policy and resource matters across the DoD and the Intelligence Community. You will plan, develop, coordinate, and implement detailed solutions to meet Service, Joint, DOD, and non-DOD intelligence manpower, training, certification and education requirements. You will serve as Support Intelligence Division's subject matter expert for review of and input to the DOTMLPF Working Group ensuring the synchronization of MCISRE efforts across the Service functions. You will establish and maintain close working relationships with senior military and civilian officials in order to ensure efficient and cost-effective development and use of resources for intractable issues.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing and providing oversight to OSINT-related policy, strategy, and resource issues; 2) Leading internal or external working groups to address policy or analytic issues; 3) Managing contracts; 4) Delivering a range of alternatives to meet policy, process, and resource requirements; 5) Serving as a subject matter expert, advisor, and action officer exercising development and oversight of policy, strategy, and resource issues; and, 6) Developing high-quality briefing material, talking points, and read-ahead packages for Senior Leaders.
