You will serve as the Deputy Aviation Maintenance Officer in the Aviation Maintenance, Material, and Readiness Directorate (N42) of the Commander, Naval Air Forces, U.S. Pacific Fleet (COMNAVAIRPAC).

Duties

You will supervise the planning, development and promulgation of policy directives and procedural instructions pertaining to aviation maintenance training programs, course curricula and other areas of aviation maintenance training. You will provide support in the identification and resolution of aircraft maintenance, material, and policy related issues. You will direct the overall technical and logistics planning and inventory distribution for all aircraft, engines, avionics and aircrew life support systems. You will direct and coordinate readiness, support equipment, and logistic support for all organizational and intermediate level maintenance activities in the execution of current readiness. You will serve as the COMNAVAIRPAC Aviation Maintenance management and readiness Director for all COMNAVAIRPAC activities, both inside and outside the Continental United States. You will plan, program, monitor, and control the introduction and implementation of aviation automated maintenance management information systems for all COMNAVAIRFORCES organizations. You will keep the Force Maintenance, Material, and Readiness Officer (ACOS) informed of projects/program process, especially controversial matters with far reaching implications. You will direct development of Aviation Maintenance strategies, plans, and process improvement initiatives through the use of Continuous Process Improvement initiatives. You will administratively and technically supervise N42 Division personnel and direct the work through four military supervisory personnel (CDR/O5) and one GS-13 Team Leader. You will directly assign functional tasks/work for a workforce of over 212 military, civilian and contractor personnel assigned to the N42 Directorate. You will inform and advise leadership on all aviation readiness matters. You will monitor Fleet Readiness and develop metrics in support of the Chief of Naval Operations Performance to Plan (P2P) process improvement initiatives. You will serve as the senior technical advisor and subject matter expert authority on all N42 Directorate logistics analysis, material readiness issues and maintenance policy. You will oversee the maintenance of the Aircraft Inventory and Readiness Reporting System (AIRRS) for over 2,566 aircraft.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of principles concerning equipment, facility, or service operations to manage an aviation maintenance program. Examples of qualifying experience may include (1) mastery in the policies, procedures, and operation of naval aviation maintenance and logistics programs; specifically, organizational, intermediate and depot level maintenance, NAVAIR Program Offices and Logistics Managers (DPM/APML), principles and techniques of maintenance plan development, Level of Repair Analysis (LORA), and analysis of reports and data available via the various Maintenance Data Collection Systems; (2) extensive knowledge and skill in applying analytical and planning techniques to review, formulate, and integrate diverse mission supportive functional programs; (3) expert/extensive knowledge of Naval Aviation Enterprise (NAE) initiative and methods for managing continuous process improvement techniques and analytical tools provided within AIRSpeed, to include Theory of Constraints (TOC), LEAN Manufacturing and Six Sigma; (4) expert/extensive knowledge of fleet aviation/shore activities and their operational environments, including the interrelationships of squadron/wing/intermediate maintenance/aviation supply and other agencies of the supporting shore establishment.
