The primary purpose of this position is to serve as a first level supervisor, providing planning, direction, organization and exercising control over nonsupervisory employees assigned to the S4 Logistics Flight in the 733d Security Forces Squadron.

Duties
Plans, organizes, and directs activities of the S4 (Logistics) division of the 733 Security Forces Squadron ensuring security programs comply with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents the 733 Security Forces with a variety of installation and functional area organizations.
Assists in the development of plans and programs for the squadron. Studies higher headquarters guideline material and recommends procedures for Budget, Logistics, and Information Management of the installation.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Supply Clerical and Technician Series, 2005.
SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of governing logistics regulations, procedures, and instructions. Knowledge of contracting programs and practices and ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements. Knowledge of Government Travel Card and Government Purchase Card Programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of governing logistics regulations, procedures, and instructions.
Skill in identifying requirements, developing performance work statements, single source justifications and Electronic Contract Administration Request System (ECARS) requests and executing contracts.
Ability to read, interpret, and apply applicable reference material, such as supply regulations, manuals, catalogs, records, orders, etc., to accomplish tasks and resolve complex supply problems.
Knowledge of contracting programs and practices and ability to apply basic analytical methods and techniques to resolve complex supply problems and/or deviate from normal supply management procedures or program requirements.
Knowledge of Government Travel Card and Government Purchase Card Programs.
Ability to plan, organize, and direct the functions and staff of an organization and skill in budget development to include spend and execution plans.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
