Duties

The Division of Translational Impacts (TI) accelerates the translation of research results to practice, including new technologies, companies, and industries, as well as new policies, education interventions and broad societal impacts. TI collaborates with all of NSF's other directorates and offices, inspiring additional translation activity across the Foundation, leading to significant acceleration of the societal and/or economic impacts of basic research in a range of locales and sectors throughout the U.S. The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, America's Seed Fund, provide the opportunity for startups and small businesses to undertake cutting-edge, high-quality science and engineering research and development to determine the scientific and technical feasibility of new concepts or innovations that could be developed into new products, processes, or services for profound societal and/or economic impacts. The Section Head for Small Business (SB) will serve as a member of the division leadership team as well as the leadership team for the Directorate for Technology, Innovation and Partnerships (TIP). The incumbent will provide leadership and direction for the SB Section, having managerial and oversight responsibilities for the effective use of Section staff and resources in meeting organizational goals and objectives. This includes directing the activities of the Section; participating in policy development and strategic planning for the division, in building broad organizational consensus, and in successfully representing these policies and plans. In the absence of the Division Director, the incumbent may serve as advisor to the Assistant Director and Deputy Assistant Director on matters relating to the broad and complete areas of technology translation. In addition, the incumbent will supervise and provide leadership and guidance to the SB Section program staff, determine funding requirements, prepare and justify budget estimates, balance program needs, allocate resources, oversee the evaluation of proposals and recommendations for awards and declinations, and represent NSF to relevant external groups.

Additionally, the Division Director must be experienced and competent in technical, financial and administrative management. Mandatory Technical Qualification (MTQs) Essential 1. Experience in roles related to the commercialization of innovative products, in either small or large businesses, or experience with technology start-ups and/or small businesses or with early-stage technology investments. 2. An understanding of and experience with development and execution of a technology translation plan, including a deep understanding of fundamental science and engineering and the challenges with deployment at scale. 3. Strategic and/or operational experience in technology translation, transfer, commercialization, and/or related activities. Desired 1. Education strongly preferred at the Ph.D. or M.S. level or equivalent professional experience or combination of education and equivalent experience in science, technology, engineering, and/or mathematics, or other closely related field or subdiscipline.
