About the Position: The Hydroelectric Design Center (HDC) is the Corps of Engineers' National Center for Expertise in hydroelectric and large pumping plant engineering services. This position serves as a supervisory program analyst and section chief, providing all program, financial, and analytical duties including workload forecasts, project funds, other agency fund sources, direct/reimbursable work, departmental overhead account, and DA Interns/Engineers-In-Training funds management.
Duties
Serves as a Section Chief, in the Product Coordination Branch, Hydroelectric Design Center (HDC), which is the Corps Mandatory Design Center for all hydroelectric and large pumping plants engineering services.
Serves as a member of the HDC management team, providing guidance, analysis, and recommendations regarding HDC workload, programs, and operating budget.
Serves as the senior analyst of HDC's program requirements.
Analyzes funding received from customer district to develop workload capabilities reports.
Provides both periodic and fast-turn-around budget reports and program costs to managers and other appropriate personnel at all levels within the agency.
Provides advice, guidance, special instructions, standard procedures, recommendations to the organization's managers in the development of budget requests, funds administration, reprogramming, and related supporting documentation.
Develops, coordinates and prepares narratives of costs, defining projects and reasons/justifications for increases and decreases from prior year funding.
Develops, mentors, counsels and provides feedback for successful performance to employees in the section.

Specialized Experience: One year of specialized experience which includes performing financial, and analytical duties such as planning, developing, reviewing, and finalizing all aspects of program and budget formulation, execution, and analysis, workload forecasts, and monitoring project funds and other funding sources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
