About the Position: Serves as a Financial Management Analyst in the Business Resource Division (BRD), North Atlantic Division (NAD). The primary purpose of the position is to provide managers with objectively based information for making decisions on the administrative and programmatic aspects of Regional financial management operations, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of resource management programs.

Duties

Designs and conducts comprehensive, complicated financial management studies, surveys, reviews, and research projects where the boundaries are extremely broad and difficult to determine in advance. Designs and conducts comprehensive financial management studies and functional analyses where the boundaries are extremely broad and difficult to determine in advance Leads and/or participates in analysis and evaluation of agency functions and activities being considered for conversion to contract operations. Considers a wide range of issues that affect the evaluation program, e.g., changes in workload, fiscal health of the region, information technology and comparable conditions of a highly variable nature. Provides BRD Chief with comprehensive financial management analysis capabilities. Serves as regional lead for the NAD RM CoP SharePoint web site. Coordinates system access with regional sub-CoP leads and RMs. Analyzes District activities to identify areas for improvement, providing guidance and assistance to all elements in the use of financial management analysis techniques.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position requires to obtain and maintain Financial Management Certification Level 2 within 2 years of hire.

You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationConcepts, Policies, and Principles of FinanceFinancial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
