About the Position: This position is located at Fort Hamilton in Southern New York City, Bay Ridge Brooklyn, at the base of the world famous Verrazano Narrows Bridge.
Duties
Serves as principal advisor and technical expert to the commander and key staff members on financial management activities.
Plans basic concepts and policies of financial management in long and short-range administrative and operational plans.
Investigates and resolves crucial funding problems, policy issues, and program elements affecting resource management functions.
Provides leadership, direction, and coordination of Garrison resource management programs and activities.
Establishes and implements policies on administration and personnel management and training and utilization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Certified Level 3 position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 2 years of appointment.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires pre-employment financial disclosure, OGE Form 450, and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes 1)analyzing budget or financial program data to develop annual/multi-year budget estimates for assigned programs/activities; 2) identifying, analyzing and resolving a wide range of resource management issues in relation to internal operating budget, finance, and/or program management; 3) interpreting and applying laws, regulations, policies, standards, or procedures to specific financial issues; And 4) directing and evaluating the work of subordinates or leading, directing and/or integrating various Resource Management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 above).
