This position is located in the Administration Unit, Labor, Employment & Administration Section, Corporate Operations Branch, providing direct support involving human resources management, financial management, data analysis and reporting, workforce planning, and other advisory services.

Duties
Serves as technical expert for assigned personnel, administrative, and program management areas.
Develops, evaluates, and provides guidance on administrative policies that have an impact on Legal Division operations nationwide. Advises and guides management on the interpretation and implementation of such policies.
Provides management consulting services for administrative activities related to recruitment, staffing, and compensation. Makes recommendations for increasing efficiency, effectiveness, and Division-wide consistency and compliance.
Serves as a senior liaison between the Legal Division and the Division of Administration for sensitive administrative actions involving personnel management, program management, administration, and other technical issues.
Represents Legal Division interests at cross-Divisional working groups and committees.
Plans, directs, and coordinates a nationwide Legal Division intern program to include the Honors Attorney Program and other student intern programs.
Initiates and monitors nationwide Legal Division personnel recruitment, appointment, detail, reassignment, and promotion actions.
Independently creates and analyzes regular and ad hoc staffing reports and completes long and short-range workforce planning studies aimed at ensuring the Legal Division is effectively and efficiently staffed to meet mission requirements and strategic planning goals.
Collaborates with the Legal Information Technology Unit to design tracking systems, executive dashboards and other ad hoc analytical and metrics reports for use by executive management.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service.
Specialized experience is defined as experience in all of the following areas: (1) recruitment and staffing; (2) workforce planning and position management, (3) providing technical guidance and advice regarding administrative-related policies and procedures to executives, managers and employees; and (4) completing data analysis and preparing reports regarding operational matters for executives and managers.
