The purpose of this position is to perform a variety of management analysis assignments and applies qualitative and quantitative methods to the analysis of recruitment, retention, and position control functions for the positions. Performs evaluation of administrative operations and determines efficiency and effectiveness of recruitment and retention processes the positions as it relates to hiring needs for roles at Phoenix Indian Medical Center.
Duties
Distribute and balance the workload among employees in accordance with established work flow, or job specialization, assure timely accomplishment of the assigned workloads, and employees are meeting program aspects.
Keeps in touch with the status and progress of work, and makes day-to-day adjustments in the accordance with established priorities, with the ability to make key decisions independently by applying an analytical approach and formulates methodology and evaluates a course of action, or 2 alternative course of action.
Working to develop customized recruitment plans. Lead the team in assessing its strengths and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made.
Develops a marketing and recruitment plan to stimulate interest and attract qualified applicants for a variety of occupations that may have high turnover rates, or hard to fill occupations.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing extensive studies that analyze and evaluate management practices and administrative operations. Developing and responding to formal contacts and provides guidance and direction concerning management of recruitment and retention information. Performing developmental assignments at the discretion of the supervisor. Developing operational policies and procedures to ensure smooth office functions are carried out to serve internal and external customers. Providing personnel and resource management and fosters teamwork. Serving a supervisor or team lead resolving work related issues and setting priorities for subordinate staff members. Analyzes data to reflect the optimum and adequate/minimum staffing levels required to carry out the PIMC's mission and objectives. Develop and foster positive relationships with interested candidates for the purpose of enhancing recruitment efforts.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
