The primary purpose of this position is: To serve as Security Cooperation/Security Assistance (SC/SA) program admin specialist for the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA). Participate in the planning, developing, and establishing program guidance, assessments, requirements, and advisory services for Air Force-wide programs.
Duties
Administers Security Assistance/Security Cooperation SC/SA strategic reviews, edits, and revisions on regional and country specific "Country Papers," talking points, and senior leader discussion points.
Establishes, defines, and implements requirements for the/segments of the Security Assistance/Security Cooperation SC/SA program to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
Participates in special studies and projects related to Security Assistance/Security Cooperation SC/SA programs.
Organizes Security Assistance/Security Cooperation SA/SC conference planning and preparation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Management and Administrative Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: (1) Interpreting laws, regulations, principles, and practices of Security Cooperation/Security Assistance (SC/SA) program administration; (2) Performing reviews, studies, and analysis to evaluate and develop procedures and guidance to improve the effectiveness and efficiency of the program; (3) Preparing special studies and staff reports and meet emergency and/or changing program requirements; (4) Executing principles, theories, techniques, practices, mission, and organizational structure of specific programs in support of program administration responsibilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide SC/SA program administration responsibilities.
2. Knowledge of the laws, regulations, principles, and practices of SC/SA program administration.
3. Possess a strong comprehension and application of military culture and knowledge of protocol in order to assist with the preparation for and the escorting of high-level USG and international personnel during international engagements.
4. Knowledge of sustainment program requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
5. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
6. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work; establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
