Duties

WHAT IS THE HUMAN CAPITAL OFFICEDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Talent Acquisition - Strategic Recruitment & Hiring The following are the duties of this position at the full working level. Incumbent supervises a staff responsible for developing and executing corporate strategic recruitment initiatives. This is accomplished by analyzing applicant markets, assessing talent shortages within the Agency, and developing/coordinating/executing corporate recruitment initiatives and strategies designed to attract qualified candidates for targeted positions and to build talent pipelines. Incumbent oversees relationship development/maintenance with a variety of external sources and collaborates with internal stakeholders to implement strategies. In addition, this position leads a team that uses a variety of event management techniques to host in-person and virtual recruitment and/or hiring events. Incumbent oversees Servicewide special emphasis programs, including veterans, students, and Schedule A, including setting and monitoring goals, delivering corporate strategies, and partnering with stakeholders. Work involves developing, formulating, implementing, and assessing the effectiveness of these programs. Provides recommendations on the development and utilization of effective programs to identify and solve complex HR recruitment issues. Incumbent manages and executes Servicewide recruitment contracts. Oversees development and delivery of training for all Hiring Operations special emphasis program managers and all recruiters. Conducts oversight reviews of special emphasis and recruitment initiatives implemented by the Hiring Operations Offices. Incumbent assumes the full range of supervisory responsibilities for the SRH branch staff. Plans work to be accomplished, establishes priorities and schedules for work completion. Recruits and selects staff members. Identifies training and development needs, actively implements agency and Federal EEO policies and guidance; prepares performance standards and evaluates subordinates' performance; reviews completed work, accepts, amends or rejects as appropriate.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-13 LEVEL- You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS 13 grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
