About the Position: Serve as the Administrative officer for the Division. Provide evaluation and advice to the Division Chief and staff on the organization, methods and procedures involved with administrative support systems. Personally accomplish a broad range of administrative management work, with principal personal responsibility in the budget, personnel and manpower functions.
Relocation incentives, including student loan repayment, may be offered to highly qualified candidates.
Duties
Assist in planning, directing, and coordinating the procedural and administrative functions of the branches and area offices within the Division.
Interpret and advise on administrative policies, procedures, directives, and requirements; develops and schedules administrative operating plans and procedures for the Division.
Actively participate in staff and/or management level meetings and discussions pertaining to the activities encompassed in the administrative and management functions of the division.
Prepare office memoranda to implement procedures for effecting revisions. Review all documents for Division Chief or higher level signature.
Prepare personnel action requests pertaining to such personnel functions as recruitment, position management and classification, employee/management relations, reassignments, details, employee entitlement and awards, and training.
Serve as the Division Training Officer ensuring that all pre-requisites have been met, and that they meet regulatory requirements.

- Incumbent may be required to perform heavy lifting up to 25 lbs.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes coordination of records management, financial, budgetary and/or personnel & administrative functions, analyzing data and creating reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B. or J.D., if unrelated] with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
