About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Cavazos- Bell, Texas.
Duties
Applies study methods embracing consideration of administrative and professional aspects of activities studied for the command.
Ensures quality and timely work performance is provided by varied resident and short-term contractors, and recommends appropriate action to multiple contracting officers, e.g., withholding payment.
Distributes regulatory changes to contractor and evaluates directed changes for impact on contract and contractor's ability to accommodate such changes and determines requirements essential for modification of contract.
Utilizes analytical tools such as work distribution, process, and procedure charts, and applies mathematics and statistics in the development and evaluation of data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The work requires the employee to drive a motor vehicle. An appropriate valid drivers license is required for the position.
- Subject to callback requirement to report to duty within 2 hours of notification due to mission requirements.
- COR certification required.
- Must be able to obtain and maintain Secret clearance.
- Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- May be required to perform 24 x 7 shift work in support of operational IT related mission/after duty hours on call/emergency requirements.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports)
- upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

To qualify based on your experience, your resume must describe One Year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by
1. Conducts studies involving a wide variety of Information technology management and business support to test new modified work process, structure, and operations to secure new advancement that will work for the future. 2. Represents Contracting Officer (KO) in evaluation of contract performance of Information Technology systems, peripheral devices, software support, communications system, automated printing equipment, special purpose computers, and other non-automated equipment used in support of mission functions. 3. Maintains a continuous review of the regulations/policies and the corresponding regulations for current applicability, duplication of functions, regulatory compliance, etc. Prepares revisions as necessary for the organization.

Education Substitution for Specialized Experience for GG-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, that is directly related to the work of the position.

Combination of Experience and Education Substitution for Specialized Experience for GG-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
